It seems like there should be fines involved. First incident I could understand leniency, but multiple incidents have to force accountability somewhere. Where does the burden on fisheries protection lie? Dam owner? Operator? DEP? IF&W? Anywhere?
Joe citizen can't sneeze the wrong way on Maine waters, but Brookfield (or appropriate) can cause massive fish kills and it's...
