Like Hunter, I am just guessing, but when inflow is low, dam owners often dump water from storage to keep flows up. On the St. Croix, the dam owners may want more water for hydropower, or they may need the flow to dilute their discharge, or they may just not be paying attention.

Small potatoes compared to the (latest) Brookfield fiasco. Look for my post on that in a minute.
