I've been fishing the Royal in Yarmouth pretty hard for over a decade and have never seen, heard of, or caught a smallmouth bass over there until today. Has anyone else noticed them in the lower end of the Royal recently?

I don't know about catching them, but in that part of the state bass are in just about every lake and pond and most larger rivers, with very few exceptions. I would expect those impoundments in the lower Royal to be full of them, and some would wash downstream or swim upstream.

Looking at the Maine IFW fishing guide- LMB are found in the ponds in the upper watershed. I don’t see SMB listed though- which is surprising given the ubiquitousness of SMB introductions to waters around the area.

I remember when I first started fly fishing I would occasionally fish the Royal in Yarmouth above the dam. This was probably 8-10 years ago, and about the only thing I caught was 6 to 8 inch smallies and some smaller chubs.
